Step 2: Activate the Volan

Head to the west of the gate to find the locked building of the terminal at the boat station. Be careful as there are some difficult enemies in the area, such as the black VOV-A6 jumpsuit and the camera. Your objective will read, "Order Hawk to land," but the mission marker will remain on the locked door of the Atomic Heart. This may leave you confused.

The next step is to activate the Volan. To the northeast of the locked terminal is one of the Volan turrets. Use the scanner to see that the tower and the locked terminal are connected. Cross the shallow water to reach the tower and climb it. At the top of the elevator, there will be a terminal that you can use to access the surveillance cameras.

Step 3: Unlock the Terminal

Once you have access to the surveillance cameras, you will need to select the camera at the boathouse. Point it at the locked door and push R1/RB to open the doors.

Step 4: Order the Hawk to Land

After opening the doors, you can go back to the terminal and click on Hawk Maintenance. This will cause the balloon to drop into the center of the lake. Quickly run through the water and grab the tube under the balloon. The hawk will take to the sky and descend several ziplines. Turn the camera 90 degrees and press R1/RB to descend the zipline directly behind the P-3. This will take you to the Exhibition Park.
